Michael Karl McNeil: the professional record, in one place

My name is Michael Karl McNeil. I work in environmental health and safety, industrial hygiene, emergency planning and forensic consulting, and I have been in occupational health and safety since 1989. This page is my own account of that record, written by me and kept current.

Two careers, in order

The first was the fire service — twenty-five years of it, ending as a Fire Battalion Chief. I came up through fire prevention, advanced to Fire Prevention Captain and then to Battalion Chief in a federal fire organization. Assignments took me across the country, most of them in the Western states, working under whichever state's rules governed the ground I was standing on. That is where the multi-state side of what I do now comes from: it is not a marketing radius, it is where I have actually worked.

The qualifications from those years that still matter are the incident ones — hazardous materials specialist and hazardous materials incident commander, wildland qualifications carried under the National Wildfire Coordinating Group system, and federal law enforcement training completed at the Federal Law Enforcement Training Center. I do not take fire origin-and-cause or arson work, and I say so plainly wherever anyone might assume otherwise.

The second career is the consulting practice, McNeil Safety Consulting, which I have run independently since roughly 2005. The work is exposure assessment and industrial hygiene sampling, written health and safety programs, hazardous materials and emergency response planning, stormwater compliance, and citation defense and expert consulting for employers and the attorneys who represent them. Clients have come from construction, manufacturing, healthcare, energy, and film and television production.

The registrant number is assigned to the person, not to the certificate, which is why the two most recent registrations share one and the older one carries an earlier number. That is not a typographical error, and it is the sort of thing worth stating before someone else reads it as one.

I also hold an EMT-II in California and tactical medic certification, with current basic and advanced cardiac life support provider cards, and a Qualified Preparer and Qualified Compliance Inspector of Stormwater certificate that runs to February 2028.

Professional memberships

American College of Occupational and Environmental Medicine, where I am a contributor to the Journal of Occupational and Environmental Medicine and serve as a reviewer. National Association of Fire Investigators, including its California section. Federal Law Enforcement Officers Association. North American Hazardous Materials Management Association. National Fire Protection Association, Wildland Fire Management Section. American Industrial Hygiene Association, as a member of the local section rather than the national body — a distinction I make every time it comes up, because the two are not the same thing.

If you are checking a name

I appear in records as Michael Karl McNeil, Michael K. McNeil, Michael McNeil and Mike McNeil. Several of my own certificates carry issuer misspellings — "Mcneil" with a lowercase n, "Micahel", "Micheal". Those are clerical errors on the issuing end, not different people. There is also at least one other person who shares my full name, and material about him surfaces in searches for me. If something you have found does not match the record above, that is the likeliest reason.
